Can your 3CX PBX handle 3-digit emergency numbers?
First of all: make sure your SIP provider supports emergency numbers. If not, switch to UC Experts SIP trunk.
Make sure you don't have users with the numbers 112, 911,..
Go to the 3CX management console and select Emergency numbers under Settings.
